Charters: Profit Through Public Works Physical Edition

Charters: Profit Through Public Works is a compact economic game about investing in regional public works companies. Rather than building projects yourself, you allocate capital into companies that charter and develop those projects over time. As portfolios grow, company valuations rise, dividends are paid, and investor priorities shift.

Players compete to build wealth through timing, positioning, and a bit of opportunistic bidding. The system is straightforward to learn but rewards careful observation of how the companies develop across the table.

The game supports 1-4 players, plays in about 30-60 minutes, and includes a full solitaire mode with automated investors.

What You Do in the Game

Each round, players take turns choosing from a small set of shared actions:

• Auction shares in public works companies

• Charter new infrastructure projects

• Develop existing projects to increase company value

When two action tracks fill, the round ends and companies pay dividends based on their current valuations. As companies expand their portfolios, their share value rises, but dilution and timing create constant tension between investing early and waiting for the right moment.

The game ends once enough companies reach maturity or all shares are sold. The investor with the most wealth wins.

A Note from the Designer

Charters grew out of my interest in compact economic systems that create meaningful decisions with a small footprint. The goal was to capture the feeling of investing in infrastructure and watching companies grow over time without the overhead of a large board or long play session.
